Enhanced Claims Import

The Claims Import feature is designed to log into Pacer, navigate to the claims register and extract the data into a file that imports directly into our Consumer Bankruptcy desktop software.  The import contains the claim name, class and category, amounts and account numbers when available.

Accessing Claims Import

There are two ways to access the Claims Import feature:

•  From the top Main Menu toolbar (File Menu), select ‘File’ > ‘Import’ > ‘Claim Import From ECF’.

-OR-

•  From the ‘Claims’ tab in the Form Selection toolbar on the far left side of the screen, click on the ‘Claim Import’ link from the Claims sub-menu beneath the tabs on the far left side of the screen.

Note:  If you exit the Import Claims screen (shown below) without importing the claims, you will be asked if the claims should be saved for future importing.  If the current case has unimported claims from a prior import, the user will be asked if you want to work with the current claims or abandon the current import and start over with a fresh copy from Pacer.

Claims Import Screen

When the claims import process is complete, the claims appear in the Import Claims screen (shown above).  The grid will populate all available claims for import.  Column size, order and sort will be remembered between sessions.

The Summary Information box at the top right of the screen displays total claim class counts and values.  It also shows the last download date and time.  In addition, viewing of the ECF Claims Register (via the ‘View Claims Register’ link) is available in the Summary Information box.

Color Legend

The Color Legend highlights claims with potential issues.

Red Issues:

  • Missing Claim Number
  • Missing Name
  • Unsecured amount less than zero
  • Priority amount less than zero
  • Secured amount less than zero
  • Unknown amount less than zero
  • Unknown amount must be applied to Unsecured, Priority or Secured amounts
  • Missing Unsecured T-Code
  • Missing Tardy Filed T-Code
  • Missing Priority T-Code
  • Missing Secured T-Code
  • e.g., Sum of claim amounts $123.45 does not match the original sum of 7.89
  • Missing Filed Date
  • Software claim is linked to ledger transactions
  • Software claim Total Paid amount greater than zero, but is not linked to ledger transactions
  • Software claim is a wage claim and cannot be amended
  • Software claim has a more current amendment (claim number – amendment number)

Blue Issues:

  • Tardy claim
  • Tardy claim missing Tardy General Unsecured T-Code and will be imported with Unsecured T-Code
  • No previous software claim record for this amended claim
  • e.g., Unsecured software claim exists for $1.23
  • Unsecured software claim doesn’t exist
  • Claim is identical to software claim
  • Unsecured software claim values differ
  • Court address was shortened
  • Priority wage claim exceeds Section 507(a) limit of $10,000.00
  • No amounts have been entered (when all amounts are zero, a claim will be created with the Unsecured T-Code)

Green – no claim issues; claims are clear for import.

Note:  The ‘Issues’ box at the bottom of the grid will provide details on the selected record; the text is color coded to address records with multiple issues levels:

•  Amended claim – displays as a yellow caution sign with exclamation point:   .

•  Duplicate claim – displays as a red circle with strikethrough.

Note:  The ‘Show Duplicates’ filter is a separate checkbox above the claims grid.

Buttons/Links

Users can filter claims by issue status by selecting the ‘View Claims Register’ link in the top right corner of the Import Claims screen above the grid, which invokes a pop-up menu to filter the grid by:

  •  All – default
  •  Issues – Red items
  •  Potential Issues – Blue Items
  •  No Issues – Green Items

There are two ways to select and deselect all claims in the grid:

•  Click on the ‘Select’ link (beneath the grid on the far left side of the Import Claims screen) and choose ‘Select all Claims’ or ‘Unselect all Claims’.

-OR-

•  Double click on the checkbox column header (the checkmark symbol) in the top left corner of the grid.

Button options at the bottom of the Import Claims screen:

  • Save Claims Register – This option saves the HTML version of the Claims Register at court into document management for later viewing.  The entry in document management is labeled ‘Claims Register from ECF mm/dd/ yyyy hh:mm’.
  • Delete – Selecting this option deletes selected claims.  Always confirms intentions with a warning message.
  • Options – Opens a drop-down menu with several options; a checkmark denotes when the option is in effect (see the Options section below for further details).

Note on Amendment Handling:  The user has two choices to set the default amendment handling the first time they launch the Import Claims screen.  Once selected, the user can switch the preference using the ‘Option’ button.  The amendment options apply to all amendments prior to current import, so changing options in the middle of a case could result in the deletion of all prior zero old claim records.  Handling will also work if you missed an amendment in a prior import.

  • Import – Selecting this option imports selected claims into the Claims screen.
  • Close – Selecting this option closes the window.  Any changes on the claims grid will be saved and remembered for the next session if the user responds ‘Yes’ to the ‘Save’ prompt.

Claim Memo editable field (scroll to the far right column of the grid) – If anything shows in the History section of the Claim Register at the court, it will display here.

Options

The ‘Options’ menu provides users with several features (shown below in the drop-down menu) to allow customization based on the trustee’s local rules and UST preference for claims handling.

  • Amendments to overwrite existing claims – Selecting this option overwrites the current claim in the Claims screen with new information from the amendment.
  • Amendments to create new claims and zero old claims – Selecting this option adds a zero in the allowed amount field (leaves scheduled and filed the same) of the existing claim and creates a new claim in the Claims screen for the amendment.
  • Add amendment note in memo – Selecting this option puts the original claim information in the claim memo.
  • Save address from Claims Register in memo – Selecting this option puts the original address in the claim memo field ahead of any other memo.
  • Write history into Claim Memo – Selecting this option allows you to write history into the claim memo.
  • Include amendment number for original claims – Selecting this option enables you to include the amendment number for original claims.
  • All Caps – Selecting this option capitalizes Name and Address.
  • Default Allowed Amount to Filed Amount – Amount defaults to filed amount.
  • Set default T-Codes… – Selecting this option enables you to set up default T-Code amounts for any claim type imported from the register.

Claims Screen

Totals boxes are located above the grid on the right for Total Allowed and Total Paid.  These will update as information in the Claims screen changes.  The Claims Bar Date appears in the upper right corner of the grid.

The ‘History’ link located below the ‘Notes’ field displays the text from the History section on the docket text.  This link is grayed out if the history is blank (as shown below), or the claims import option is set to move the History into Claim Notes.

The Claims Register report is located within the  ‘Reports’ tab in the Form Selection toolbar at the far left of the page and also on the Trustee Suite Main Menu toolbar (select ‘Reports’ > ‘Claims’ > ‘Claims Register’) to allow you to view the Parameter For Claim Register screen.  The user can enter the desired parameters and preview, print and save the report into document management.
